SECOND PHASE OF CHINA PAKISTAN FREE TRADE AGREEMENT

Dear Members,

Meeting on China Pakistan FTA (CPFTA), held between Ministry of Commerce and Textile Associations on Monday, 11^th December, 2017. Under second phase of CPFTA, Pakistan will be liberalizing 80% of its overall tariff for China in a phased manner.

      i.        Under category I, 45 % of tariff lines will be zero rated immediately

    ii.        Under category II 15% tariff lines will become zero rated in 7 years.

   iii.        Under category III, 20 % further lines will become zero in 15 years.

   iv.        Pakistan will keep a 20% no concession list, which will be referred as category IV.

During the meeting Ministry had requested the Textile Associations to provide their input with regards to placement of tariff lines vis-a-viz the above mentioned categories (I, II, III and IV). For this purpose, please find attached excel file Pakistan's tariff codes for textile industry along with variables including MFN rate, effective duty rate, Pakistan's preferential tariff for China and SAFTA, Pakistan's imports/exports, and China's global exports (@ 6 digit level) and others.

Members are requested to place the desired category against each tariff line in the first column with a heading "Textile industry feedback" and also leave their comments under the "remarks" heading.

The above may be sent to the Association latest by latest by 8^th January, 2018 via email at secretary.general@phmaonline.com for onward submission to Ministry.
