OF NATIONAL COMPLIANCE CENTRE (NCC) AT COMMERCE MINISTRY, GOVERNMENT OF
PAKISTAN The Federal Commerce Ministry in
view of the emerging need has planned to establish a National Compliance Centre
(NCC) at the Ministry, having provincial secretariats to map and monitor global
compliance requirements; facilitate manufacturers & exporters as well as
certification bodies. The proposed NCC will be headed by Chief Compliance
Officer reporting to Project Steering Committee (PSC) headed by Secretary
Commerce. Rationale for establishing NCC is that market access for Pakistani
exporters and manufacturers is restricted through imposition of Non-Tariff
Barriers (NTBs) by importing restrictions from various countries and economic
blocs and Global Standards Setting Bodies (International Organizations for
Certifications). NTBs include regulatory, environmental, social and health
compliances etc. In most instances, it unnecessarily adds to cost of Pakistani
Manufacturers & Exporters. Consequently, NCC is planned to act as a repository
of all international compliance requirements put in place by the different
economic blocs and countries as well as specific sector requirements. Proposed
NCC shall include identified compliance clusters: human rights, labour rights,
climate change, governance and democracy, sanitary and phytosanitary standards,
quality assurance standards, sustainability and traceability (for textiles). The Ministry/ Textile Wing has
sought from PHMA feedback and productive input to add value to strengthen
compliance conditions in Pakistan and improve sustainability of export oriented
sectors. Subsequently, PHMA invites valuable suggestions and feedback from
member exporters in this regard. Feedback/ Suggestions may please
