The Pakistan Hosiery
Manufacturers & Exporters Association (PHMA) and Karachi Chamber of
Commerce & Industry (KCCI) had taken up the matter of Arbitrary and
Excessive Shipping Charges with FBR – Customs (Exports) whereby a High Level
Committee was constituted to look into the matter wherein Patron In-Chief &
Former Chairman & Former President KCCI Mr Muhammad Jawed Bilwani made
representation in the issue of arbitrary and excessive shipping charges imposed
by international shipping lines on Pakistani traders and exporters. PHMA &
KCCI expressed serious concern over the arbitrary application of inflated dollar
exchange rates by shipping lines often far exceeding the rates officially
notified by SBP. PHMA is pleased to share an important and positive development
for the export community. The Federal Board
of Revenue (FBR) – Customs (Exports) has achieved a historic
breakthrough in resolving the long-standing issue of arbitrary
and excessive shipping charges imposed by international shipping
lines. Through the efforts of
the Committee on Shipping Matters, and after extensive
consultations with stakeholders, the All Pakistan Shipping Association
(APSA) has formally confirmed that all member shipping lines
have implemented official bank exchange rates, as provided by their
respective SBP-authorized commercial banks, with written endorsement of
international shipping lines and their local agents, including Maersk, MSC, CMA
CGM, COSCO, Hapag-Lloyd, ONE, OOCL, and others. This development is
expected to: ·
Reduce cost pressures on exporters ·
Ensure transparency in shipping charges ·
Improve predictability in freight billing ·
Enhance the competitiveness of Pakistani exports The official communication dated 14
January 2026 is attached for your reference. Thanks & Best Regards,
