The Pakistan Hosiery Manufacturers & Exporters Association (PHMA) has been receiving numerous reports from members regarding the imposition of demurrage, detention, and other related charges due to ongoing disruptions in global shipping caused by the prevailing Israel–Iran war situation.
These extraordinary circumstances have led to serious operational challenges including vessel shut-outs, blank sailings, rescheduling of vessels, rerouting, port congestion, and delays in container movement and clearance. As a result, shipping lines and terminal operators are imposing not only demurrage and detention charges, but also additional financial burdens on exporters.
Members are particularly facing cumulative impacts in the form of port storage charges, container handling and re-handling charges, war risk surcharges (WRS), equipment imbalance or container shortage charges, roll-over charges due to non-shipment, late gate-in charges, and documentation amendment or cancellation charges, which are significantly increasing the cost of doing business.
In this regard, members facing such demurrage, detention, and other allied charges are requested to share complete details along with supporting documents with PHMA at the earliest, via courier, email at tsc@phmaonline.com, or by hand. This will enable the Association to effectively take up the matter with the concerned shipping lines, terminal operators, and relevant authorities for waiver, reduction, or rationalization of these charges.
PHMA remains fully committed to safeguarding the interests of its members and will actively pursue this matter at all relevant forums.
