Subject: SUBMISSION OF INFORMATION REGARDING PENDING / REJECTED SME FINANCING APPLICATIONS WITH BANKS – FOLLOW-UP OF PHMA’S ACCESS TO FINANCE ISSUE

Dear Members,

The Pakistan Hosiery Manufacturers & Exporters Association (PHMA) would like to bring to the attention of its valued members that, following the concerns and demand raised by PHMA regarding difficulties faced by SMEs in accessing finance during the meeting on “Access to Finance” held with Chambers of Commerce and Trade Associations on 15th July 2026, chaired by Mr. Haroon Akhtar Khan, Special Assistant to the Prime Minister (SAPM) on Industries & Production, the matter of pending and rejected SME financing applications is being taken up for further action.

In continuation of the discussions, SMEDA is now collecting information regarding SME financing applications submitted to banks that are either pending, have received no response or clear progress, or have been rejected by the concerned banks.

Accordingly, an information form provided by SMEDA is attached for completion by the concerned SMEs. PHMA members who have pending or rejected financing applications with any bank are requested to complete and submit the attached form.

Please Note:

• A separate form must be completed for each financing application.
• The duly completed form should be submitted latest by 27th July 2026.
• Completed forms may be sent directly to SMEDA at: qazi.saddam@smeda.org.pk
• Members are strongly requested to also intimate PHMA and share a copy/detail of their submitted case at tsc@phmaonline.com, enabling PHMA to maintain a record of its members’ cases and specifically take up and pursue pending/rejected financing matters with SMEDA, the State Bank of Pakistan (SBP), concerned banks and other relevant authorities, wherever required.
• The information provided may, where required, be shared with the State Bank of Pakistan (SBP) and the concerned bank for verification and review.

PHMA strongly encourages all members facing delays, lack of response, rejection, or other unresolved issues in obtaining financing from banks to avail this opportunity and submit their cases within the stipulated deadline.

Since the issue of Access to Finance has been specifically raised by PHMA at the relevant forum, members are particularly requested to keep PHMA informed of their individual cases so that the Association may effectively follow up and pursue the matter on behalf of its members with the concerned authorities.
