Subject: FIRE PREVENTION GUIDELINES DURING THE DRY SEASON

Dear Members,

In view of the increased risk of fire incidents during the dry and winter seasons, the Pakistan Hosiery Manufacturers & Exporters Association (PHMA) urges all its valued members to take necessary precautions and strengthen fire safety measures at their factories.

Considering the potential challenges in emergency response and firefighting arrangements, it is essential for every factory to have adequate fire prevention measures, basic firefighting equipment, and an effective emergency response plan in place.

Members are strongly advised to implement the following preventive measures:

PREVENTIVE MEASURES

1.    Proper Waste Disposal: Ensure the regular and safe disposal of cotton waste, fabric scraps, lint, packaging materials, chemicals, and other combustible waste.

2.    Maintain Clean Premises: Keep factory floors, production areas, stairways, emergency exits, and storage spaces clean and free from clutter and combustible materials.

3.    Electrical Safety: Regularly inspect electrical wiring, connections, distribution boards, plugs, and equipment. Immediately repair faulty, damaged, loose, or undersized wiring through qualified electricians.

4.    Safe Storage of Chemicals: Store chemicals and flammable substances in designated, properly ventilated areas, following the relevant safety and storage requirements. Keep them away from heat sources, sparks, and open flames.

5.    Prevent Fire-Setting Risks: Do not leave combustible waste outside factory premises where it may be accidentally ignited or deliberately set on fire. Ensure proper security and waste management arrangements.

6.    Smoking Restrictions: Permit smoking only in designated areas away from production, storage, and chemical-handling areas. Ensure cigarettes and other smoking materials are completely extinguished before disposal.

7.    Fire Extinguishers and Training: Provide suitable fire extinguishers at accessible locations and train employees in their safe and correct use.

8.    Fire Alarms and Safety Equipment: Regularly inspect and maintain fire alarms, smoke detectors, emergency lighting, extinguishers, and other installed firefighting equipment to ensure they remain operational.

9.    Basic Firefighting Arrangements: Every factory must have an appropriate first-response firefighting system, suitable for its premises and identified fire hazards, to help control an incipient fire where safe to do so while awaiting the Fire Brigade.

IMPORTANT: SAFETY PRECAUTIONS IN CASE OF FIRE

·        Raise the alarm immediately upon discovering a fire and alert all occupants.

·        Call the Fire Brigade at 16.

·        Attempt to extinguish a fire only if it is in its early stages, you have received appropriate training, and it is safe to do so.

·        Always prioritize your own safety and the safety of others. Keep a clear escape route and never allow a fire to block your exit.

·        If the fire cannot be controlled immediately, or if conditions become unsafe, evacuate the building without delay. Close doors behind you, if safe to do so, and proceed to the designated assembly point.

·        Never re-enter the building until the relevant emergency personnel declare it safe.

All members are requested to circulate these guidelines among their factory management, safety personnel, supervisors, and employees and ensure their effective implementation.

Fire prevention is a shared responsibility. Timely precautions, proper equipment, and employee awareness can significantly reduce the risk of fire, protect human lives, and minimize damage to property.
